Well it looks like my printer doesn't respond to layer thickness like yours does. Here is a print that is comprised of 3 different layer thicknesses. 0-18mm has 0.1604mm thick layers, 18-34mm has 0.1618mm thick layers, and 34-50mm has 0.15mm thick layers. Interesting. My steps per mm is actually set at 80.7. I calibrated that with a dial indicator (modified it until a Z axis move command equaled the change in reading on the dial).

How did you come up with the 0.1618 layer height?

I'll play. I've always had a light amount vertical banding on my Rostock Max and it has always irritated me (one of the top 5 reasons I'm designing a new printer right now). Yes it would definitely require a mill, which luckily is something that I have. You basically have to mill fins into the path where the water flows...it is really just like doing a CPU water block for a computer except no need for such detail I don't think. Here is the design I have been working on....

Why do you think machining a whole new block would be better? I have approximately zero knowledge regarding thermals and water cooling, but I can't imagine you'd get much more surface area exposed to the water.... Watercooling my Chimera block is something that I have been thinking about for a while. I decided I would be better off just machining a completely new cooling block that accepts the E3D heat breaks and bowden tube fittings. For F360 and OnShape it's the little things...measurement tools are definitely lacking functionality, Fusion 360 can't export a STEP of distributed designs (have to unlink everything), I really don't like the way that mates are stored in their own tree (can't select a part and just edit the mates......

You are one sadistic bastard hahaha. I can't see myself ever going back to a consumable bed adhesion solution. I could never get consistency between the batches of glue sticks I got. I do so many prints, too, that applying the layer of glue and making sure it was consistent took hours out of my day...
