And now I'm even more confused! I ran a second print of just one set of stepped cubes centered and got the temperature graphs below. Just quickly replying here to say: Hot end not reaching temperature solved by removing the hot end, wrapping the barrel below the PEEK section in Kapton tape until it was thick enough to remove the gap between barrel and PEEK fan shroud, and re-running PID autotune

One possible solution could be to slow your prints down a bit (75% or maybe even 50% speed) and see if that has any improved effect on quality. Oh, well that's no good to hear. I did notice there was a lot more variation in my PLA than the ABS when measuring diameter with a micrometer. I'm based in Australia so am using BilbyCNC filament. Just a thought that I can use to bump:
Is the small gaps in the print due to "under extrusion" I've heard the term used before but don't know how it reveals itself in prints. Are my filament diameter settins wrong, or maybe I need to up the extrusion speed or speed in general?

I encountered the same problem where the file was just a random string of alphanumeric gibberish. I just renamed the part to fan_shroud.stl manually and it worked fine from there Judging by comments on the download page this has happened to others. Maybe SeeMeCNC or whoever manages the download page...

I think I read the other day that someone was having a similar issue and the problem lay in the belt tension on the problem tower (i.e. it was loose).
