Slic3r printing too fast

I'm using slic3r on Windows and I'm having print speed problems. No matter what speeds I set, it prints way too fast.I tried all settings at 35mms and it does not seem to slow down. Anyone else experiencing this?
Machines- Rostock Max v2 with E3D v6, Corsair 750 power supply, PEI bed,injection molded carriages and new arms. Aluminum mount. X carve with x controller. Stratasys Uprint SE

Open the generated g-code in a text editor. Look for G1 commands that have a positive E parameter and an F parameter. What is the F parameter?

Thanks for the input. I have been busy but will look at those parameters as soon as I get a chance.
