what to do with heating resistors?

I wrapped em in foil but they are still loose, is it okay to put some rtv on them to hold them in?, by on them i mean on the sides of them, obviously the rtv wouldn't transfer heat well

I would keep wrapping them in a little bit more foil, you want the surfaces to have a solid connection to allow for optimal heat transfer.
Then you can cap the ends with RTV.

I agree, and it's probably not good for the resistor if you either have an air gap or RTV between the outside of the resistor and the hotend.
