Nozzle Dragging vs Z-calibration

Using latest releases of Slic3r, Cura and KISSlicer I've observed the nozzle interfering / dragging on the previous layer, enough to deform the shape as it runs it's path.

Using KISSlicer, I played with changing the nozzle width (trickery) and flow tweak from 0.50 - 1.2, didn't help only hindered. I was using SeeMecnc 1.75mm ABS through a 0.7mm nozzle, tested between 210-230C extrude and all at 80C bed. Tested between 40-80 mm/s print speed.

Is this due to the Z calibration being too close to the bed?

Unless it's the first couple of layers, it's more likely to be too much plastic being extruded, you need to do an extruder calibration.

Would the 'flow tweak' have confirmed this? <0.80 it doesn't flow enough material to print without major holes

If the dragging is happening above the first couple layers it is an mis-calibrated extruder. If it is happening only in the first couple of layers, it is likely a mis-calibrated z-height. So you don't really need to play with the flow tweak. Really, you need to print something more than a couple of millimeters tall with a flat top and examine if it is still dragging on the top. If it is, you need to re-calibrate the extruder. If not, subtract a tenth of a millimeter from the z-height and retest until you are happy with the results. It is entirely possible it is a combination of the two...
