Yes, the cheapskates go all the way up or down when powered on. Mine were initially going down, but I realized they were inverted and fixed this, but they then go all the way up. I am running Arduino IDE 1.6.1. I have uploaded EEPROM several times each before I try to upload the Repetier firmware. I ...

I used the link in the instruction, but just to be safe I used the link you provided. I went through the same steps and uploaded the firmware.
