Heated bed maxes out at 45c

I finished my Rostock Max 2 build a few days ago. I have been having problems getting the heat bed up above 45 deg. It is warm on all around it but the center is barely warm. I pulled the bed up and checked the middle connections. I re-did the RTV in the middle with the thermistor, and re soldered the wires. I am having slightly improved results, but it is still maxing out at about 46 deg. Any suggestions would be appreciated.

If you have a multimeter, you might take a read of the voltages coming off of the board, or make a small intermediate circuit so you're not poking a lead in a confined area.

I'm not sure if it will read 12 Volts but if it's in the 4 - 5 range, you might have a problem.

Also, make darned sure your connections to the board (the top two leads on the plug) are good. Early on, I had problems with them easing out after heating and cooling. If you think that might be the case, a little thread lock does a world of good.
