I set up Matter Control to print PLA. Hot End Temp=190 Bed Temp=70 (used the on-screen selection (OFF/PLA/ABS). When temps are achieved, I extrude to fill the Hot end to make up for oozing material loss, and click "Start". Immediately the Bed Temp changes to 80 and I think the Hot End temp reset to 210.

Is this normal? I am as nervous as a cat in a rocking chair contest..

It seems that the gcode for the print is setting the target temperatures before starting the print.

^^ Yup ^^

You can use MatterControl to warm everything up to whatever you want, but the temps for each job are in the GCode that your slicing program specified. Change it there and it'll do what you want.

Are you doing the slicing in MatterControl as well? Go to the Advanced Controls page (or just maximise MatterControl), Slice Settings, Filament tab and make sure you have your desired temperatures set there as well as on the Controls page.
