hi guys,
so I have a part I am printing that has 4 tapered holes for screws that hold it to a piece of wood. the problem I am having is it prints these small holes at the same speed as the rest of the print. the holes are not coming out very well but the rest of the print looks great. the first layer prints at 12mm and subsequent layers are at 40mm. the holes are for a w0od screw, and the beginning diameter is .120 and tapers out for the screw head.
I really just need the holes to print slower.... this may be impossible with free slice engines....

It is not impossible with the free slicers. Slic3r not only has a separate speed setting for small perimeters, but you can also make a separate STL for the regions of the part you want to have different settings and use the Modifier function, accessed by right-clicking the first part you load and selecting Settings.
