well on a positive note you're narrowing it down, on a negative note my E3D V6 should be here this week sometime :/
I'll take measurements of the resistor and thermistor before installing. At least we'll have some comparable numbers.

Well, when trying to take apart the stock hot end, I broke the tiny little thermistor wires so that was a bust.
Eventually, I said screw it and pulled the cooling fan off the V6, and it heated up no problem. I dont see this as a long term solution, obviously. Are there settings somewhere to modulate the cooling fan?

No idea, To be honest I thought the E3D V6 was a drop in replacement for the stock firmware with nothing else needed besides to PID autotune.
I'm starting to see a lot of issues pop up with the E3D, of course I'm noticing it more as I purchased one as-well. Not sure if it's the popularity that's showing more issues or something changed in the quality.
I ordered from MatterHackers in CA, but the tracking show it's coming from San Juan, Puerto Rico to Kentucky. Maybe it's drop shipped, not sure....

DCT16, there's a ~3mm gap between the heatsink and heatbreak, right? If you assembled it with the two touching, its not gonna work.

The temperature curve, and the fan-on/fan-off being what is controlling whether it gets to temp or not very much points to this not being assembled with a gap between block and sink. This is quite likely to cause damage to your machine as the top of the heatsink will get incredibly hot and start to melt things.
Please do go back to the documentation instructions and check over everything.

E3D's own documentation tells you that you need to update the thermistor to match a Semitec 104GT2 in your firmware.

Not sure how many times I am going to have to learn the lesson that I need to read instructions thoroughly. When I first assembled the hot end, I hadn't found assembly instructions and did it by pictures--no 3mm gap.
I appreciate the help, luckily I haven't damaged anything.

Normally E3Ds come from the UK. Maybe they sold you a knockoff? I would get a new 40W cartridge heater (they're pretty standard) and see if that fixes it.
