Weird Layer Issue - Rostock Max V3

Hello all,
Bottom line up front, the only reason my prints look this good is because of all the help that you guys gave me, so thank you all for that!
Now I'm trying to solve this weird layering issue, as seen in the attached picture. Whenever I print below .2 mm, I get this weird layering artifact that shows up almost like clockwork. I've never encountered a slicer issue today that I know of, but this almost screams to me like it's a slicer issue, I'm using simplify 3-D with the default Rostock V3 settings minus retract which I tweaked.
I don't know how to use any other slicers, but I'm gonna try that tonight to troubleshoot. I tried to use kiss slicer, but all it does is air print. Next up, Cura.
Anyone else get these patterned layer line artifacts? Thoughts on the culprit? I also Think that it is a slicer issue because mechanically I have every single thing triple and quadruple checked, tightened up, and generally completely well put together. Once I get done printing a Mount for my new Bondtech QR extruder (thanks Eclectic Angler! I donated for the reels t show my appreciation for all your posts) I'll get another slicer up and test some Benchy at .15 and below.
