New to 3D printing and need help

Hello from Washington State. I am new to 3D printing. I have a Rostock Max V2 that i bought used. I am looking for help with setting up my v2. I don't have a lot of information on when the printer was purchased. i know it was modified with different arms and an e3d v6 hot end. I have downloaded the setup manual from SeeMECNC and have tried to setup the printer from the manual with no luck. I am using mattercontrol and have flashed the newest firmware. I have looked and can't find the eeprom setting that I should be using.
THE PROBLEM:
not printing to scale
print leveling not working
print quality is horrible
Please, any help to setup my printer would be much appreciated.

Unless the previous owner added a sensor of some sorts, print leveling will not work,,, and you would have to adjust it manually. Post some pictures, it may help identify what you got there.

I am trying to use the print leveling in MatterControl 1.6. It looks like the arms were changed and i changed the hot end. I can't get the print scaling correct and I don't know how to setup the diagonal rod length, horizontal rod radius, and max printable radius. I have mattercontrol setup for the 13 point disk. when I try to run the print leveling the arms got to the first spot and stays there. When I click next the print head lifts but does not move any other direction. I have downloaded the manual from SeeMECNC and followed the steps for calibration the printer but I can't get it to print correctly.
I measured the arms - 270mm.
the Z max length is 390.6mm

For print leveling to work, the controller needs to have a sensor to notify it that the nozzle has touched the bed. What you show does not have a sensor. The Arms the previous owner put on appear to be by Trick Laser. He shows 300 mm for the arms he currently sells,,,, You have the old style, but they may be 300mm also.

Those may be the old arms, I'm not sure. I _think_ those arms are measured from hole center to hole center, not end to end.

I measured the arms from the center of both holes and it is 270mm. the software print leveling that I am talking about in mattercontrol asks that I use paper under the nozzle and click buttons to until there is resistance on the paper (see screen shots). it doesn't say anything about needing a sensor. if that bed leveling won't work then how do i get the bed leveling done? i did the steps with the stopper screws on the top of the cheapskates. that did not change anything.

I need someone to explain how the diagonal rod length, horizontal rod radius, and max printable radius work together. How do I calculate what those numbers should be and how to fine tune them.

do i just measure the arms from hole to hole and that's the diagonal rod length? how do i get the horizontal rod radius?
