Infill calibration for h-1/slic3r

When I am printing the 20mm box for infill it starts out ok, but after a couple of mm it starts to bulge on all four sides. I have the infill setting at .4. I have a 40mm fan pointing at the top of the extruder and two 20mm fans pointing at the PEEK pulling the heat off. I used to have clogs on every print now no clog, but seems like maybe it is getting too hot after about 10 minutes of printing.
I use an el cheapo tester but it shows the hot end at 208C
