FWIW I think you're misunderstanding the setting. But you might want to verify by asking Jonathan on the KiSSlicer forums.
Basically that setting it to enforce a minimum print speed for a material, extruders only really work down to some minimum speed, if you watch a direct drive extruder, you can literally see the steps as the stepper turns when printing at 5mm/s.
In the 1.0 release it used to be specified in RPM because that's how BfB printers worked, which confused a lot of people, he converted it to volume because it's filament size agnostic.
I don't think it should have any effect on the flowrate, it might increase the overall print speed slightly, which might make a difference.
