Does anyone know what those inulated sleaves that are on some hotends are called and where I can get some.

If you're talking about the wraps you see around the heater blocks, it's tape, I use silicone tape, but anything heat resistant is pretty much fine, a lot of companies use high temperature fiberglass tape.
If you're talking about the sleaving provided to cover wires, it's usually one of 3 things, either small diameter PTFE or Silcone tubing, or occasionally it't the insulation from high temperature wire that's been stripped off.

No the stuff I am looking for is an actual sleave. My PrintrBot extruder has one, my Solidoodle 2 has one.

They are silicon on the outside and some sort of heat resitant fibor on the inside. May be fiberglass. I just recieved a fully assembled solidoodle extruder. It has two one larger one covering the heat block, and a smaller one covering the nozzle. They do two things. Proect your fingers and other items from getting burnt. They also keep the hotend hot when you are using a extrusion fan.

In a pinch you can use the Ceramic insulation and Kapton tape but its not really removable and kind of fragile.

The reason I want them is to protect my extrusion fan manifold on my modified QUBD extruder.

The fan works very well, but I want to protect the small manifold opening with a small sleeve. If I cant find one I will break down ans us the ceramic insulation and Kapton tape.

I'd assume you can source that via places like McMaster Carr
You can get separate heat resistant Fiberglass and Silicone Tape. I use the latter, because it has no ashesive so it's easy to remove, it only bonds to itself.
I think the issue you'll have with the fan manifold is heat from above, I'd be tempted to put insulated tape in the top of the manifold itself and cut a hole for the nozzzle

I picked up silicone tape on a whim because the specs are reasonable for the temperatures and figured it would be useful for such a purpose as it came up. Glad to see my thought process isn't too far off.

Durable it may be but the costs are the highest I have seen for insulating tape. I think I will stick to the silicone tape. I'm sure that the tape you provided the link for will outperform just about
any tape for the intended purpose but the costs are inline with building jet aircraft not 3D printers.

Fair point. Cost vs performance is always a tricky balance.
