Is my onboard video chip fried?

Is my onboard video chip fried?

I was printing for a day or two with a fan on both the printer and computer. I went down to check on it and the monitor gave me random colors, put my hand on the chips heatsink and it was extremely hot. Restarted my computer and it gave no video signal , I think my chip is fried and am thinking of getting a new graphics card for the pci-e slot to resolve the problem. When I turn on the computer the fans come on and it sends signals through the parallel port to the printer on start up which leads me to believe the rest of the system is fine.
