Can't do a solid layer over infill

I've only been printing a little bit lately because I've been so busy, but I'm having trouble with things that I never used to. (I'll admit that I've got new firmware, slicers, and hosting software... pretty much everything). I've also been adjusting my temperature down to avoids snaps and pops in the extruded filament.

Anyway, after a partial (say 20%) infill, the printer doesn't want to stretch a solid layer over the top anymore. Is my temp too low, or do you think I'm moving too slowly? I know that I changed something that it doesn't like :)

Usually it's that the extrusion width is too small. As layer heights get lower , the extrusion Width has to be increased. The plastic is stretched as it leaves the nozzle, and if the volume is too small for the nozzle diameter, it snaps trying to bridge the gap.
Higher temperature will help a bit.
If you are printing layer heights of 0.1mm or lower with a 0.5mm nozzle, you probably can't fix it.
