Hotend heating problem

Hello everyone
I have built my Rostock MAX, and having some problems with hotend heating. It blew up the fuse(5A) on its first run, and 3 more consecutively at about 190'C. So I moved on to 10A fuses, and it wouldn't kill the fuse, but stops heating the hotend with a "pop" sound at around 190'C. restarting fixes the problem but does not go hot enough. Sometimes it goes to almost 200'C, but never above, and printing doesn't start.
Any question is welcome and I really want to fix this.
