Slic3r GCode Speed anomally - FIXED

Having an issue with Slic3r, when I slice up the calibration cube (Slic3r 1.0.0RC2), using the standard set out in the extruder calibration sticky; The PLA started welland got progressively worse (all set 20mm/s), not a problem, increase the speed (60mm/s), 2nd print no different. Upped the speed to 100mm/s. On this slice had a read through Gcode, I noticed then it was printing the first layer at 100mm/s but for some reason after level 1 it reverted back to a feed of F300. Resliced with 20mm/s and 60mm/s and confirmed that after layer 1 it goes to F300 which is 5mm/s.
What am I missing, it appears to be something I have within Slic3r as I can see the code before it's even been sent to the printer. As I said the 1st layer prints at the set speed.
Any pointers greatly appreciated.
UPDATE:- After a nice cup of tea, went through each page in Slic3r looking for the issue, In Filament -> Cooling noticed a "min print speed" of 5mm/s. Reading the line above it "slow down if layer print is below" 15 seconds. All makes sense now. Reduced this number down to 5s and re-sliced. Correct F value appears in the G-code
