Idler bearing inquiry

Idler bearing inquiry

So my question is, with the Idle bearings it said on page 47 to only tighten them once it engages the nylon for an easier installation of the top and bottom plate. It never states it these need to be tightened further after the plates have been installed? I found that some of the black idler bearing spacers actually rotate freely with the middle bearing, but some are very tight and only rotate with force. How are these supposed to behave so i know? Is the whole part supposed to rotate or just the bearing in the centre?

Only the bearing should move and it should do so easily. The black spacers shouldn't move at all.
