Secondary layers becoming stringy problem

Hello, I have a Max V2 w/ .35mm nozzle and am trying to print out this iPhone case I designed.
The finished product shows that each extruded string does not touch the one next to it. This takes place with the 2nd or 3rd layer. I'd imagine that the problem is due to the fact that those layers are sped up. Is the problem with the extruder acceleration or linearity
Can I tweak that to see if it helps? Any suggestions?
I've turned up the extruder to about 240C and still no dice. That's another issue I've been having and I guess I need to reset my PID for the extruder heater for this but the temps aren't maintained when printing. They stay 5C below target. I guess I need to increase the P and decrease the I and increase the D. If anyone has a good setup values for the heater, then I would greatly appreciate it because the autotune function only figures out the 3 values based on the initial values and if the initial values are too low, then the new values wont improve much.
Am using Repetier with Slic3r btw...
