Round post help

Trying to make a simple toothbrush holder that uses a center post.
I have tried changing quite a few things and the post never seems to print round or straight.
PLA on painters tape
Previous settings Layer .4mm
Print speed kinda high 80mm/s
Infill .1
Bed temp 60/ extruder 205
For these pictures below settings:
extruder changed 200
layer .1mm
print speed 30mm/s
infill .1
2 things I noticed different with these settings one layer on the base came apart and the crosshatch pattern is see through where the top settings these 2 things do not occur.
My post is still the issue, not straight or round.
Using Slic3r with orion
