Does anyone know what scale I should be scaling up when I bring a file into Repetier from Rhinoceros?

You shouldn't need to scale it at all. What problem are you running into?

My models are tending to be much smaller than what I am modeling in Rhino. I know when I bring files into CAD I have to scale up 12, just not sure what the issue is when bringing it into Repetier.

Are you designing in millimeters or inches? I believe that to scale properly the design needs to be done in millimeters. If done in inches, you are correct about the scale factor but someone more familiar with cad needs to tell you
what the scale factor is. Could another user jump into this thread with the appropriate scale factor?

you can select what the units of measurement is for the file in Repetier , click on the "Config" tab, and you'll find it at the bottom of the flyout.

You can also setup your model in Rhino to use millimeters. This has worked for me.

That's what I do. In fact, since I work in metric with 3D printing and English units with my CNC machining work, I simply change the units for each file - which on the Mac is File->Settings.
