PID fail and heat problem

Hello.
So I printed the 2 parts for printing with PGA and mounted them on.
I did a PID and it fails to heat the hotend ro 200.
I placed a kapton from the plastic part to where the resistors start. PID ok. Changes the numbers on the eprom.
Now when setting the temp for 240 for ABS print it won't get there.
220 tops after 20 minutes.
The resistors are OK 4 ohms on room temp
What can I do?

Please advise.

I am at work and can't access the screen shots but under the EEPROM Config in Repetier look under the PID values in the list for something like MAX PID. This must be set to 255, if not it throttles the maximum power allowed to the Hot End.

First place to look.
