Would this work? What about with a hygroscopic material?

Since water ice sublimates at low temperatures, ice literally evaporates. That's why you get "steam" out of the freezer when you open it. (it's also condensing the warm air around it, but a little bit of it is sublimated humidity escaping)

If you could dry the filament this way, it would be a nice way to store filament too. (and one more "garage thing" floating around in the freezer with the POR15 paint and LiPo batteries)

I don't think the freezing gets you anything here. Freeze-drying is used where drying something at room temperature will damage it (e.g. food). We aren't worried about the plastic deforming (assuming you don't heat it up drastically), so just doing low pressure at room temperature (or somewhat raised temp) is all you need.
