V2 hot end problems...

Back a few months ago when I first got my V2 I added 2 additional layer fans. I have always been able to run these at 100% while printing with zero issues with the hot-end having no trouble staying at set temp. Even with the fans at 100%, the hot end has always averaged about 70% output (according to the temp graph in Repetier) to maintain the set temp.
However in the past few days, the hot end has suddenly started having issues achieving and maintaining temperature if the layer fans are turned up any higher than 40% or so. I have checked the wiring, all seems fine. Re-ran a PID autotune, the values it came up with this time where very different than the first time around, however even that has not made a difference. Soon as the fans go on, the temp drops out and the output power goes to 100% trying to get back up to temp, and never quite doing so. If the layer fans are at 50%, it can barely manage 185C
Could this mean one of the heating resistors has possibly failed?
