ABS Layer adhesion problems on recent prints

Hi all-
I've been printing successfully on my RMV2 for a couple months in both PLA and ABS. I've done some 12" tall PLA prints, the abs stuff has all been under 3". I am now attempting this print http://www.thingiverse.com/thing:329498 and am experiencing some layer adhesion problems + some bed adhesion problems (which I think I've solved).
Some data:
SeeMeCNC black ABS
Hot End: 230C
Bed: 100C
layer height .2mm
infill: .3 density
perimeters: 2
top and bottom layers: 3
any ideas? I've done 3 of these at varying hotend / bed temps, and I think I've solved the bed adhesion problem as mentioned, but layer adhesion is still an issue. Was thinking I'd
lower hot end temp a bit more and maybe do less top and bottom layers? IDK, any advise appreciated.
