Inkscape to OPENscad question

I am messing around with a scanned image I have and I would like to take it and extrude it into a full 3d model / stl file. I came across this tutorial ( http://www.instructables.com/id/Make-a- ... /?ALLSTEPS )which looks promising but I am a bit stumped by this part:

Install Inkscape.
Download the paths2openscad script at GitHub.
Move the script to your ~/.config/inkscape/extensions folder.
Open Inkscape.
File -> Open to open the .svg file.
Extensions -> Generate from Path -> Paths to OpenSCAD to generate the .scad file.
Save the file with the extension ".scad""
I cannot for the life of me find an extensions folder in inkscape when I use windows explorer, am I just looking in the wrong place or what?
