Help with prints

My Rostock Max has recently not be printing very well lately. The sides are not smooth and I dont know how to fix it. Here's a picture. http://i.imgur.com/5HEItQ7.jpg I don't think this is due to belt tension because I recently tightened them. Any ideas? Thanks

ezStruder could be slipping. Do you hear it clicking when printing?
Watch the filament as it feeds in, does it stop-start even when hobbed drive roller is moving? I put marks on filament with a sharpie so I can see movement easier.
