Looks a lot like an ultrasonic cleaner... Maybe it's an ultrasound evaporator for Acetone?

Dunno, no details except it accepts many different solvents.
Could be just a simple heater.
It is 100+ W.

first thing I noticed was that the lid is identical to my u/s cleaner 
Most likely it's the same shell, basket and bath as a heated cleaner and they just omit the transducer and drive electronics for the ultrasonics. A lot more convenient than the big jar on the heated bed etc.
