You have something shorting out the power supply.

not sure what it could be we have traced all the wires and we used the wires as directed in the manual. We have also unhooked all of the wires on the RAMBO to make sure its nothing else that has been hooked up

Is this the old ATX supply, or the new 12V supply? If it's the old ATX one, it might just be a dud supply. If it's the new one, that possibility is lower, but there is the additional possibility that one of the wires attached to a screw terminal has a few strands leaking elsewhere and is shorting that way. It may also be that something fell into the supply. I would disconnect all the wires from the supply, then switch it on and use a multimeter to check your voltages, to make sure that are working properly. If it's the ATX supply, you don't really need a multimeter to check it as much, just use a MOLEX to 3 pin connector, and attach a fan to a MOLEX connector of the PSU before switching it on.

It may also be a bad switch, or a loose connection on the switch.
