Rostock carriages and motor questions

I'm having trouble with one carriage. The picture is a composite of two shots.
The carriage on the left see how tight it is at the red dots.

The sleeve on the bearing is rubbing the axle support, that I can easily smooth down. Then, and so far I don't know what to do, the eccentric cam on the right is so close to the locknut the cam won't turn.
Then, I've got two of the three belts installed. Trying the third one the motor is so stiff it barely turns. So where in the video the carriages move freely up and down with light hand pressure when the belts are connected, one of mine is really like pushing a heavy box. This doesn't seem right, but these motors are new to me so I don't know how they are supposed to feel, but one of these sure is stiff.
